Administrative Analyst Trainee 1

For appointment to the Administrative Analyst Trainee 1, equated to SG-14, you must have:

  • A Bachelor’s or higher degree
Administrative Analyst Trainee 2

For appointment to the Administrative Analyst Trainee 2, equated to SG-16, you must have:

  • A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Senior Administrative Analyst SG-18

For appointment to a Senior Administrative Analyst SG-18, you must have:

  • A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Competitive Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.

Transfer:

For 52.6 and/or 70.1 transfer to a Senior Administrative Analyst, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 1, SG-16 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Traineeship salary information:

The position may be filled at the Administrative Analyst Trainee 1 equated to SG-14 ($53,764), Administrative Analyst Trainee 2 equated to SG-16 ($59,994), or full performance Senior Administrative Analyst SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Senior Administrative Analyst  SG-18 following successful completion of the traineeship.  

Duties

Procurement Management
  • Assist with the procurement process for investment-related systems and services from end-to-end, including Requests for Proposals (RFP) and Requests for Information (RFI).
  • Assist with identifying procurement needs, developing specifications, and coordinating meetings.
  • Assist with drafting and reviewing procurement evaluation documents and support internal stakeholders with the procurement evaluation process.
  • Assist Legal staff with negotiating agreements and with the review of draft memorandums and other required documentation.
  • Review, process, and reconcile invoices; ensure invoices are accurate, paid timely, and are compliant with agency policies.
  • Prepare and submit purchase requests to OSC’s Division of Finance and Administration (Finance).
  • Utilize the procurement card for non-stock order office supplies and special purchases for the division; reconcile statements and maintain accurate records.
  • Utilize the Statewide Financial System (SFS) to process and track expense reports and reimbursements.
  • Act as liaison between PICM and Finance to ensure procurement matters are complete, accurate, and documented.
  • Maintain and update a centralized database/tracking system of contracts, purchase orders, invoices, etc. 
General Administrative Support
  • Schedule meetings and reserve conference rooms; resolve complex scheduling issues; add external guests to the Visitor Management System (VMS).
  • Handle telephone calls, visitors, and routine inquiries; refer callers and visitors to appropriate staff.
  • Ensure efficient workflow by developing and implementing electronic record-keeping systems and controls; manage central files, printing, inventory, and other support operations.

Knowledge, Skills & Abilities

  • High ethical standards and commitment to the fiduciary responsibilities of a pension fund.
  • A minimum of one year of financial and/or procurement experience including the reconciliation of accounts/invoices, purchasing, and RFP/RFI generation.
  • Excellent communication and interpersonal skills; exhibits professionalism, tact and diplomacy; thrives in a collaborative environment and is a team player.
  • Meaningful discretion and sound judgement when handling confidential and sensitive information and materials.
  • Exceptional time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Displays a high degree of independence and self-direction. 
  • Proficient with Outlook, Excel, Teams, Word, Adobe, SFS, etc.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
